Concessional Licencing

Concessional licensing is a great way to reduce registration costs for vehicles that are used only occasionally, perfect for those sunny‑day drives. There are two concessional licence categories available in Western Australia:

Veteran, Vintage, Post‑Vintage or Invitational Vehicle Concessions (404)

Concessions for Classics (C4C)
GSCCC is an authorised Department of Transport car club, which means we can support members in applying for either C4C or 404 concessional licensing.

Concessions for Classics (C4C)
C4C concessional licensing is available for vehicles manufactured 30 years prior to application date, including those that have been modified, making it a flexible option for owners whose cars don’t meet the strict originality requirements of the 404 scheme. The concession provides a significant reduction in registration costs for vehicles that are used on a limited basis.
Under the C4C scheme:

Vehicles must be roadworthy and meet all relevant safety standards.

Use is permitted for club events, maintenance trips, and a reasonable amount of personal use, provided it stays within the scheme’s conditions.

Vehicles must be registered through an approved motoring club, such as GSCCC.

Members must carry their C4C logbook or app record when driving, as usage must be recorded for compliance.

The vehicle must not be used for commercial purposes.

Veteran, Vintage, Post Vintage or Invitational vehicle concessions (404)
The 404 concessional licensing scheme is designed for owners of historic, unmodified vehicles that are maintained in original or period‑correct condition. To qualify, a vehicle must be at least 25 years old, and it must retain its authentic character, with only safety‑related upgrades permitted.
404 licensing offers a significant reduction in registration costs, but it also comes with stricter usage and originality requirements than the C4C scheme. Vehicles on 404 concession can be used for:

Club‑sanctioned events and runs

Limited movement for repairs or inspection
General personal use is not permitted under the 404 scheme.
To apply, members must have their vehicle inspected and verified as compliant with the Code 404 requirements by an authorised club such as GSCCC.
